IF ITS NOT "CLOSED" YET IT'S A ...

If its not closed yet it must be a POST OFFICE. Though not for very much longer - yesteryear is being similarly revisited.

If it aint closed yet it's not a PUBLIC TOILET but not for very much longer. 'cos POST OFFICES like yesteryear's epidemic of closed PUBLIC TOILETS are stealthily falling fast.

And typically uncaring crap decisons are being made by powerbrokers, those who are supposed to know better.

Don't start a blogg to campaign you might upset someone - football fans, "STAND-UP" actresses and other Blairites. Maybe for 3 hours of a Friday and Saturday night they'll invent pop-up Post Offices.

MISSING PERSON ALERT - PART 2

Councillor BOWYER, believed to be somehow connected to STOCKWELL WARD remains on the missing list despite our 13 February ALERT. KILROY isn't especially surprised – anyway the search for him goes on. He has been spotted - but from a while back in unflattering photo plus light on the knocker on another local STOCKWELL BLOG. You'd think “tyreless4toilets” BOWYER would be dancing in the STOCKWELL streets after winning KILROYs “STOCKWELL TOILET WATCH 2007 ANNUAL AWARD”.

The new alert absentee went part-missing from the very off but re-surfaced a little when KIlROYs keeper hit up RICHARD GODFREY Lambeth Council's “Corporate information” handler – he has generally been helpful, 'Twas GODFREY earlier this year who provided information on the part missing mysterious CECILIE KROHN who up to that point had remained somewhat anonymous. Unfortunately Cecilie has gone missing yet again hence this ALERT. Has anyone seen CECILIE KROHN?

A little more background might help enquiries. Richard Godfrey kindly offered that Cecilie is DEVELOPMENT and COMMUNICATIONS MANAGER for Lambeth Council's STREET CARE DEPARTMENT. Generally speaking it's a touch curious for managers of “development and communications” to go missing. Anyway Cecilie has gone to ground. Altho there is a strong rumour that she has passed Kate Hoey by and is somehow enmeshed in the coat tails of LEGAL and DEMOCRATIC SERVICES sometimes signed for by MARK HYNES.

It wouldn't that much matter to KILROY whether Cecilie was missing or not if (1) STOCKWELL had public loos and (2) Cecilie had responded to a number of pertinent pubic loos questions that have arisen from the Council 28 January PUBLIC CONVENIENCES report to CABINET. 'course it may be that Cecilie doesn't want to answer the questions and is hoping that somehow the head of LEGAL and DEMOCRATIC SERVICES will get her off the hook by declaring KILROYs keeper to be unclean unclean.

The CABINET local bogs stroke pissoirs report had statistics for the numbers of piddlers who had used "3 weeks only" trial period pissoirs. And also for the amounts of piddle that had been donated. So Cecilie has been asked to clarify how the surprise surprise stat's got drawn up. She was also asked to clarify how her report met a primary recommendation as set out in the March 2006 Greater London Authority “AN URGENT NEED” public toilets provision report which was that pro-rata public toilet provision for women ought to be double that of men. Cecilie's report had stated that Lambeth IS adhering to the GLA recommendations when to KILROY it appears NOT to be so doing – hence the enquiry.

And then there is the vexed issue of past toilet closures. The Cecilie report seems a little transient and camouflaged on this issue (as this blogg has before mentioned). It kinda states that er .... things ... er .... went into decline .... er ..... and closures ... er ...occurred ... er ... in the past decade and .... er ...more specifically ... in 2003. Which may be or may not be a strange claim 'cos STOCKWELL along with 4 other local public conveniences actually got it in the neck twenty years ago this coming September. So Cecilie has been asked to identify which circa 2003 toilet closures she had actually had in mind. Can you understand a departmental DEVELOPMENT and "COMMUNICATIONS" manager going missing when faced by enquiries such as the above? Probably not.

Anyway has anybody seen CECILIE KROHN? Maybe she's sneaked off to panama in a canoe. Please help – her family may also be worried about her.

THE NEED FOR CENTRAL STOCKWELL PUBLIC TOILETS

about ten days ago I emailed an enquiry to you (full details copied over-leaf) that had a bearing on the above and as I haven't had a response of any kind I am now making this hard-mail enquiry.

I have lived here at Knox Court on the Studley Estate since mid 1954 when newly built it was first brought into use,

On the estate and in the central Stockwell area there have been changes for the better as well as in some respects changes that have worsened conditions – one glaring example of the latter as I assume you will know has been the closure for these past 20 years of our previously relatively satisfactory Binfield Road public conveniences – there was room for improvement but closure did NOT fall under that head.

As a result of initiatives I began about 3 years ago in connection with the loss of our public conveniences HOME GROUND eventually carried an item about the problem. It highlighted the GLA (March 2006) report “AN URGENT NEED” - a report that until January of this year the Council had not once been able to find the where-with-all to ever mention in its monthly “LAMBETH Life” pages – though try I certainly did to remind them repeatedly to do so. I divined that it must have been a calculated political omission.

Anyway to return to my 2nd February email reproduced overleaf – I would be very interested to learn details of any occasion when Hyde's Board (which includes 2 local Lambeth Councillors - Bowyer and Robbins) may have discussed or taken any initiatives to help resolve the difficulties that exist because of the loss of our local Stockwell public toilets. I have never had a single communication from any STOCKWELL WARD COUNCILLOR highlighting the problem of public toilet provision in central STOCKWELL – none of them attended the 28 January Council CABINET that considered public toilet provision.

MISSING PERSON ALERT - PART ONE

Numerous posts to this blog over the past year have clearly signified that certain individuals have gone missing, have gone to ground and the signs are that things are deteriorating fast. Hence the need for a series of MISSING PERSON ALERTs.

MARK HYNES

When KILROY was recently sent threatening warnings because the Council was upset by STOCKWELL TOILET WATCHs campaigning activities – which included shock horror – trying to keep Council officials and Members appraised of what campaigning was actually going on – MARK HYNES, head of the Council's LEGAL and DEMOCRATIC SERVICES actually went missing. KILROY got messages both electronic and hard mail but HYNES had curiously gone missing – his correspondences were either un-signed or 3rd party. It was only after KILROY puked up HYNES' disappearance in no uncertain terms at GRIMEBALL REEDs 28 January Cabinet meeting (see recent earlier Cabinet posts) that a properly hand-signed HYNES missive subsequently arrived. So there does seem to be at least a modicum of evidence that MISSING PERSON ALERTS do re-discover the un-recoverable.

MIDDLESBORO PETE

Another longer standing “disappeared” has been “Middlesboro are playing away” Pete Bowyer. He is believed to be both a STOCKWELL WARD COUNCILLOR and Board member of HYDE SOUTHBANK HOMES. KILROYs oft used satirical description of him as “Middlesboro are playing away” derived from the fact that he hails from Middlesboro and can't help himself from letting on that's he's totally potty about his home town football team so when he appears to be somehow "disappeared" the presumption is that yet again Middlesboro must be playing away. Kilroy did not invent Middlesboro football. He was cued-in so to speak by Bowyers own P R fantasy and hype.

Bowyer is definitely MISSING. As previously posted he was MISSING from the 28 January Council Cabinet meeting that (as posted) sort-of considered Lambeth Public Toilet provision. Kilroy hasn't checked MIDDLESBORO fixtures for 28 January. As mentioned Pete the Player is a Hyde Southbank Board member and last year (in October and with a December reminder) he was requested by Kilroy's keeper with photographic evidence to look into the abuse and misuse of a local STOCKWELL WAR MEMORIAL GARDEN as a public toilet on a HYDE SOUTHBANK HOMES estate -see "TREES FOR SHITTIES - The Hyde Southbank Homes Connection" (14 December) posting. He was requested to acknowledge requests but hasn't responded at all. He is presumed to be missing.
Currently (12 January edition) the SOUTH LONDON PRESS carries an interesting full 2 pager about SOUTHWARK COUNCIL's dire budget cuts in services. It also mentions that this cash strapped Council has just increased by £200,000 the “distribution costs” for its own in-house propaganda freebee “SOUTHWARK LIFE”. The article poses the question – what IS going on here? This is similar to another MISSING MIDDLESBORO PETE matter because on 16 January Kilroy's keeper emailed Middlesboro asking (1) for an acknowledgement and (2) for details of what increased costs (including distribution etcetera) are now being incurred given Lambeth Council's decision to publish and distribute 126,000 extra copies of "LAMBETH LIFE" - up from just once monthly to fortnightly. Yet again - to date - no acknowledgment, no feedback, MIDDLESBORO PETE is still missing.

FROM OPERATION BEANFIELD TO OPERATION BINFIELD

Ah Room 8 will never be the same again - great crowds are flocking to the LAMBETH TOWN HALL "LAKE PISSOIRS EXHIBITION" but no matter we must move on in a backwards and forwards direction.



In KILROY's younger free festival RELEASE COLLECTIVE days when Lambeth generally (including Stockwell) was relatively awash with accessible free public conveniences there were squats (squats not doxy pee pees) in Piccadilly and hippies causing mayhem for the cops including poor ex S.A.S. loony Det Sergeant Harold Challenor. The dissatisfied Rolling Stones in Hyde Park had cut banned numbers like "STREET FIGHTING MAN" and how could anyone who lived through those public toilets blessed deeply troubled times not also remember OPERATION BEANFIELD when the forces of law order and civilisation as we knew it were called upon to route the hippie hordes - kid's n pets n all. How times have changed.



We've lurched from from OPERATION BEANFIELD to OPERATION BINFIELD. KILROY has heard of a blob of extremely dire news on the grapevine -but let it be said in advance that KILROY's heart goes out not only to LAMBETH'S "L" DIVISION and the COUNCILs "STREET CARE TEAM" but most especially (it being the Chinese "YEAR OF THE RAT") to Steve Reed otherwise fondly known (at least on this BLOG) as GRIMEBALL. Well here's the dire news - which'd obviously put a drain on L DIVISION resources.



"A while back my husband was coming back on the tube from an evening out and desperate for the loo, so he nipped into Binfield Road and discreetly had a pee in a drain. Mr Plod came along and made as if to arrest him but Husband managed to persuade him politely he should perhaps focus on crack dealers etc rather than law-abiding but slightly drunk people who are not causing any trouble and indeed rather neatly peeing down the drain".



Fancy abusing a drain like that! KILROY isn't 100% convinced and is investigating to find out if this is a carefully calculated planted item of anti-police anti-Council disinformation. Very funny things do happen. Back in November a Desert Island Discs guest chose as record No. 4 the Stones "STREET FIGHTNG MAN". Normally rock on, on prob... but the guest was the potential "drain abuser" ex-head of Vauxhall Cross Extremely Open Plan MI5 Urinals UK. Take a bow Dame Eliza Manningham Buller.

DUTCH DOXY LUBRICATES LOUSY LAMBETH

FOR KILROY's DIABOLICAL ABUSE OF "PRECIOUS" LAMBETH COUNCIL FASTEN YOUR SEAT BELTS AND READ ON

Lambeth Council Cabinet meeting "Minute" 28 January 2008. Councillor Clive Bennett (Lib Dem St Leonards) expressed concern over the idea of charging given the high incidence of antisocial urination in the borough, and stated that greater weight should be given to equal opportunities; in particular, the needs of women and the disabled were not adequately addressed in the report. The minimum of 23 facilities set out in the report was also insufficient and greater investment was needed. He considered that daytime use of public conveniences should also be examined.

GLA "AN URGENT NEED REPORT" (published March 2006). At page 10 this report recommended: "We recommend that local authorities and the Mayor require twice as many women's toilets as men's in all new developments, or major refurbishment schemes, that they have control of influence over".

Ah poor Lambeth Council are feeling hard done by because of these so-called "abusive" posts - of course it is we in the Stockwell Community who have suffered enough "abuse" - since Sept 1988 (20 years) because the Council closed SIX local toilets including Stockwell in a budget cutting exercise. LAMBETH COUNCIL SUCKED THEN JUST AS IT HAS DONE EVER SINCE AND IS CONTINUING SO TO DO. PERIOD. But all the abusers are "other" than COUNCIL - they are street urinators and bloggers etcetera and the Council are all unpoluted heroes.

None of the 3 STOCKWELL WARD COUNCILLORS would seem to have attended.

The Agenda DRAFT MINUTE that dealt with the important REVENUE AND CAPITAL BUDGET item (not included below) makes absolutely no mention of Grimeball Steve Reed's breathtaking deceit in refusing to allow members of the public to speak to that item. He falsely claimed, when asked to allow a speaker, that he had already asked the meeting if anyone wished to speak but they had not indicated that they wished to do so and so he had moved on and would NOT go back. This was absolutely and categorically denied by the persons concerned who protested that he had never asked and they were supported by Kilroy. No Minuted record either of Grimeball's even earlier passing comment to the effect that he was hoping to hear from the public. Hence the encouraged disposition within the audience including Kilroy that they WERE going to be allowed to speak – all this is detailed in the 2nd of my earlier posts as itemised above.

6. FUTURE PROVISION OF PUBLIC CONVENIENCES IN
LAMBETH (Agenda item 5 – Report 219/07-08 and appendices) (Key Decision
call in period ends 5 pm on Friday, 8th February 2008)

The Cabinet Member for Environment and Culture introduced the
report and referred to the Administration’s commitment to increase
provision of public conveniences in the borough. The report
provided self financing recommendations for improving provision of
on street public conveniences, based on benchmarking with other
boroughs and consultation with local businesses.

Cabinet received the following representations:

What follows immediately below is a false account of the sequence of contributors to the meeting. The “market trader representative” referred to (2nd below) spoke BEFORE Councillor Bennett and Kilroy took the market traders conceded opportunity to signify that the public could now contribute. When he finished I put my hand up to speak sat just yards away from Grimeball Reed. Looking in my direction he ignored my gesture completely and then Councillor Bennett indicated and was immediately allowed to speak. I listened (not knowing he was a Councillor) and when he finished I immediately put up my hand again to speak. Reed completely tried ignore and thereby refuse permission and so it was then that I stood and firmly challenged his behaviour. Of course nothing of what I said is recorded. After a minute or so I was warned by Grimeball because I persisted that he would remove me from the meeting and I informed him I would not stay any in such a meeting and I departed – see my earlier blogged account.

The above useful well made principled contribution (tho' out of sequence) is the one referred to in my earlier post altho I was unaware who the contributor was.

• A representative of the borough’s market traders welcomed
the Cabinet’s serious consideration of the issue, and
highlighted the need for robust consultation with market
traders. With respect to the current provision at Popes Road,
it was noted that charging was likely to increase the already
high incidence of anti-social urination in the area.

What now follows is the “draughty” out of seqnence Minuted account of Kilroy's attempt to speak.

At this point a member of the public interrupted proceedings and
was required to leave the meeting room.

The Divisional Director of Public Realm (Environment, Culture and
Community Safety) highlighted that the new approach to provision
included measures to deal with anti-social behaviour and cater for
the night-time economy. Assurance was given that market traders
and other affected parties would be fully consulted prior to the
introduction of any initiatives.

The closing sentence to the above para is a dinosaur laugh a minute. The so called improvments in public toilet provision are LARGELY predicated on charging for the use of Popes Road and the report stated that if those revenues do not come on board the improvments won't happen - and yet these iniatives are now according to the Divisional Director of the Public Realm (my god!!) going to be subjected to the fullest consultation because the Pope's Road Market Traders are dead set against them - that is AFTER charging has already been decided.

RESOLVED:

(1) That the Cabinet recognises the importance of a good provision
of public conveniences, and the contribution that can be made
by Council and partners. Close working between the Council, the
Joint Director of Health, voluntary and private sector partners will
make the borough a cleaner and safer place to live, visit, and to
invest in.

(2) That Cabinet adopts a new approach to the provision of public
toilets to improve the existing on street provision that is
considered inadequate to meet the needs of the community, by:

(i) Implementing a community toilet scheme with
the aim of providing a minimum of 23 facilities
across the borough

(ii) Installing pop up urinals to cater for the night
time economy

Relocating existing Universal Super Loo’s.

(3) That officers are directed to develop opportunities to introduce
charging where appropriate and in line with legislative
restrictions to provide income to finance the proposals, in
consultation with the Cabinet Member for Environment and
Culture. This to include the leasing of the operation of Popes
road toilets to a third party so that charges can be made for use
of the facility, to fund other improvements to the toilet provision
in the Borough.

KILROY FLIES A "HYDE AND SEEK" STOCKWELL KITE.

Kilroy is seeking to discover whether the "BOARD" of central Stockwell based HYDE SOUTHBANK HOMES (whose membership includes local Councillors BOWYER and ROBBINS) have done anything over the past 3 years or so to help resolve the problems that have arisen because LAMBETH COUNCIL had closed down our public toilets (1988).

Last week's fly-by-night PUBLIC TOILETS report to Lambeth Council's "CABINET" typically camouflages the truth about several 1988 toilet closures by suggesting ( ...blah... blah... blah... ) that public toilet closures were much more recent. Fancy that LAMBETH COUNCIL ON THE PARTIAL CROOK, OH DEARY ME WHO WOULDA EVER BELIEVED IT. BUTTER WOULDN'T MELT IN LAMBETH'S "ABUSE FREE" MOUTHS - ON PUBLIC TOILETS FROM STEVE REED DOWN LAMBETH COUNCIL SUCKS.

As reported in earier reposts on this blog Councillor BOWYER has had STOCKWELL STUDLEY ESTATE problems that have arisen (and which are continuing) very clearly drawn to his attention but he has NEVER replied.
